Why KnowInG Project?

 

 

 

The project's origin lies in the awareness that the regional growth in the MED area passes through the enhancement of the “knowledge economy” and that this is the field where the economic governance can operate a virtuous circular collaboration among the key development actors.

In the project regions, there's a lack of key actors' coordination and a need to encourage the birth of creative clusters and to internationalize knowledge-intensive businesses. Of course for these territories it is very important to create a multilevel coordination, able to influence on the economic change. From here come the decision to create a partnership where the 3 main competences are represented: the economic actors, the innovation actors (in some case these 2 are joined in business incubators or technology parks) and the competent regional authorities.

A part of the partners already cooperates in the context of a EU network called City to City (created after a Interreg IIIC RFO), also dealing today with the theme of “ Growth of human capital, economic competitiveness and cohesion”. Within this strand, the current members organize round tables and thematic working groups on the topic “creativity and development”, “knowledge society” , “innovation policies”. The network is also cooperating with the IRE (Innovating regions in Europe) network, which was created within the frame of the Regional Innovation Strategy (RIS) projects (DG Enterprises and DG Research).

Today, the detachment of the economic exchanges from the traditional national scale of governance is crucially linked to changes in production and trade which are increasingly associated with KNOWLEDGE-based activities. Technological developments in the 20th century have transformed the majority of wealth-creating work from physically-based to "knowledge-based.".

Technology and knowledge are now the key factors of production. With increased mobility of information and the global work force, knowledge and expertise can be transported instantaneously around the world, and any advantage gained by one company can be eliminated by competitive improvements overnight. The comparative advantages of a company are: its process of innovation, combining market and technology, its know-how with the creative talents of knowledge workers, and its ability to derive value from information. We are now an information society in a knowledge economy where knowledge management is essential.

Globalisation of research and innovation and global competition are putting a new emphasis on the role of regional clusters and further their development. Clusters increasingly see the need to link with other clusters on the international level building on complementarities in order to improve their global reach.

In Europe, Knowledge regional clusters, which are seen as key drivers for competitiveness, innovation and regional development, are being promoted through both national/regional-level measures and EU-level support instruments, notably the 7th EU Research Framework Programme, the Cohesion Policy Funds and the Competitiveness and Innovation Programme.

Projects of relevant importance which can be inspired by the theme and approach of KnowInG are under the programme “Regions of Knowledge”(DG Research), but also the experience of the “Innovating Regions in Europe” within the frame of the Regional Innovation Strategy (RIS) programme (DG Enterprises).

With small and medium-sized enterprises (SMEs) as its main target, the Competitiveness and Innovation Framework Programme (CIP) supports innovation activities.

 

An inspiring platform of creative clusters exists in the UK (from here also the idea to add in the KnowInG partnership, one of the most relevant English "knowledge region": Cambridge and its higher education resources) and is funded by the national government (http://www.creativeclusters.com/). On the academic level (but in this case, directly applied in the governments'policies and strategies), a well-known author who wrote about the "creative class" is Richard Florida, whose best seller “ The Rise of the Creative Class” has inspired commercial innovation, and regional development plans. His ideas and theories are being globally used to change the way regions and nations do business and transform their economies.
